The U.S. Department of Agriculture (USDA) is known—at least to those familiar with the research arm of the department—for treating postdocs well.  As a scientist-in-training within the USDA, I can opt to receive government health and retirement benefits, get the aid of full-time lab technicians to help carry out experiments, and have the opportunity to develop and maintain interdisciplinary collaborations.
